CPU: i7 4790k GPU: GTX 970 RAM: 16GB DDR3 Everything is enabled and at maximum, except depth of field which I've set based on preference, not performance. I don't use a lot of mods or assets though, and I don't have all of the DLC.
Web16 gb of ram will do you fine, but get it in 8 gb sticks so you can upgrade if you desire. An i7 is a good bet since you want it (kinda) specifically for cities skylines. Don't sweat the GPU, a GTX 1070 would be ideal. Don't skimp on a motherboard. Other than that man good luck, I'm still rockin a 2500k and gtx 970, 16 gb ddr3 so I'm jealous!
